This is a full, thick tutu that could be used for many occasions. Surprise your sweetie with this well made tutu. There are three generous layers of tulle which is why it stands out so much and is so full. The top layer of tulle has sequins on it. The open-ended elasticized waistband measures 20 inches long (end to end) without the elastic outstretched. So when the elastic is stretched out, this could fit many different girl sizes ranging from toddlers upwards to older girls.
